Why BSNL is harder to target

BSNL runs on government-managed infrastructure that differs fundamentally from private carriers like Jio and Airtel. Unlike private networks that use standardised proxy-friendly configurations, BSNL's network equipment varies significantly by region and circle · what works in Maharashtra may not work in Uttar Pradesh.

BSNL also has no uniform open port structure. Jio and Airtel have predictable ports that config files exploit. BSNL does not, making it much harder to build a config file that works reliably across all subscribers.
