About MTN Uganda
Using free internet config files on MTN Uganda
MTN Uganda is the country's largest mobile operator and the most relevant network for free internet config files. Uganda introduced an Over-The-Top (OTT) tax in July 2018, which charges mobile subscribers a daily levy for accessing social media platforms including WhatsApp, Facebook, Twitter and others. HTTP Custom and Ha Tunnel Plus config files address this directly: by tunnelling traffic through external servers, they prevent MTN Uganda's billing systems from classifying platform-level traffic and applying the OTT charge.
The OTT tax context makes Uganda unique among the countries covered on VPN4Pros. In most countries, config files are primarily about reducing data costs. In Uganda, they serve an additional function as a regulatory bypass tool. Ha Tunnel Plus is particularly effective for this purpose because its SSH tunnel encrypts traffic at a level that makes application-layer identification essentially impossible. MTN Uganda's billing systems cannot classify SSH-tunnelled traffic as "WhatsApp" or "Facebook" traffic, so the OTT levy cannot be applied.
MTN Uganda's 4G LTE network covers Kampala, Entebbe, Jinja, Mbale and most major towns along the Northern Corridor. HTTP Custom on 4G delivers 4–18 Mbps, making it suitable for streaming and large downloads as well as social media. In rural areas and areas served primarily by 3G, Ha Tunnel Plus is more reliable. MTN Uganda receives regular network configuration updates from MTN Group's pan-African engineering team, which means HTTP Custom configs typically need refreshing every 1–2 weeks — faster than most African carriers.
The two-week update cycle on MTN Uganda's HTTP Custom configs is the main management burden for power users. The practical solution is to use the Ha Tunnel Plus config as the primary daily driver (accepting slower speeds) and refresh the HTTP Custom config when a fast connection is specifically needed. Both configs are available above and on the Uganda hub page.
